07/27/2021 Leasing Vehicles with Enterprise for Police Departments

Could you please report if your city is considering executing an agreement with Enterprise to lease vehicles for your police department?

 If so, could you provide any details that may be useful for other agencies to consider for risk management?

 

Some examples:

 

1.      vehicle maintenance language

2.      insurance language

3.      contract language amendments

1.      If the agreement has been executed, has enterprise delivered as promised? Any issues with the performance of the agreement?

Each City in APIP or PRISM Property may add police vehicles to their property coverage. Starting 21/22, these vehicles have special deductibles compared to other autos, and we should discuss those individually.

Besides those property programs, Alliant has a auto physical damage program that offers similar coverage, without the deductible variance for police vehicles, it is a deductible per vehicle ($5k, $10k, $25K, etc.). 

These program coverages are similar in rate, but APIP & PRISM are much more flexible on coverage and offer replacement cost coverage (city gets a new car for an old car & more likely to reach retentions / larger recovery). The auto program is cash value after 3 years of age. 

Other markets exist (but are limited, and losses drive cost higher quickly), and larger cities sometimes self insure fleet, depending no loss expectations. 

I believe the enterprise agreement should only apply to their vehicles leased to the city, and the maintenance of the vehicles may be an issue - depending on how long the city plans to operate each vehicle.

We are not considering a lease, but do you currently insure your police vehicles?  If these a rented by the City, would they be covered under your current property program, subject to a deductible?

Thank you for responding, Betsy. City of Salinas is considering such a lease but Enterprise wants to insure at least 30% of our fleet and something seems off about that....

We are not considering such a lease.
